next of kin responsibility for debt

I need to know what the situation is if someone dies who owes unpaid tax to the inland revenue....does their next of kin have a legal obligation to pay it?

The debt will have to be paid from the estate - what the person leaves when he dies.

If he owns no property, nothing of value and had no money, the debt cannot be enforced against the next of kin, UNLESS it can be proved the deceased deliberately gave everything away to avoid his liabilities
There is no such thing as a "next of kin" in law.

If somebody dies then their debts are paid out of their estate. If there is not enough money to pay those debts then the people owed the money just don't get paid.
