Moving Parents Ashes?
Both my parents have died and both were cremated. My Dad died first and my Mum arranged for his ashes to be buried in a garden of rest (council owned) and she had a headstone for him. My mum re married a few years later and a year after marrige she died, her then husband (my step dad) arranged for her ashes to be in the same garden of rest as my Dad. He arranged a seperate plot and sepeate head stone.
My step Dad has since passed away and his family want to put him in with my Mum and have a new headstone done for both of them.
I'm not happy about this and i'm sure that they can't just dig up Mums plot without permission (i'm next of kin so feel it should be my choice)
Am i right? any advice would be great....

I don't think you are going to get around this. Were you too young to have any way when your mum died?
This must be difficult for you but you have to let it go really and remember it is only her ashes - her memories live inside you and no one can take those away.
