If not, who owns it? If not you, what is the legal method by which you are using it - i.e. do you have an easement (private right of way) established over whoever owns this land?
Lastly, this new fence - has it been erected over the track or were you infringing onto the owner's garden to get turned around?
Plenty for you to tell us about please - then someone can advise.

hi, its not a public road but the type of 'road' running along and behind a row of terraced houses. I have been here 20 years but I suppose I have been using their land which was the slope to their garage as an opportunity to turn my focus. although i am the only on affected thats only because no-one else uses their garages now. I think when originally built cars were smaller so this wasnt a problem. thanks:-)

I assume he has put his fence up to align to the back garden that everyone else has. If so, to that extent you have been using his land to turn your car.
After 20 years continuous use of land without permission it is sometimes possible to claim a private right of way, but this is going to be difficult for you because showing that you needed this space to turn clearly depends on the size of your car - maybe your current car is bigger.
I suspect you can do nothing, except change the arrangement by which you access into your garage.
