...who is lying by a lake on a shallow pebble beach wearing nothing but a pair of 'Y's??
Basically i think this sort of behaviour is unacceptable but someone in the office said this morning that as long as he is 'covered' he is fine. does that mean i could walk around the streets of glasgow in my pants and bra without any (legal) repercussions?

Firstly the guy by the lake, is that any different to him being by the lake in swimming trunks like the little Speedo ones? Or do you think it is wrong for people to wear what is basically underwear, in all but name on beaches/by lakes etc?
The second one well personally I couldn�t care less if you walked down the high street in your underwear, but I can understand why some people would disapprove, time and a place and all that. Legally to be honest I�m not sure guess there is no specific law against it, but if there were complaints I think the police would stop you and ask you what you were doing.

Just because i included my personal opinion doesnt mean i think it should be law - if that were the case i'd ban people who wear slippers and pjs to th supermarket - but that's my opinion and i'm entitled to it.

There was a load of stuff on this last year as I recall. One of the TV companies got a bus of women touring London naked on a bus. Dawn Porter fronted it I think
I think the law only provides coverage against expose of the genitals.

But there might be all sorts of local byelaws depending on where you were and in some circumstances I guess the catch all "likely to cause a breech of the peace" might apply.
