Penalty charge notice

My daughter has just received a pcn for parking in a restricted area (somewhere in London). She has had the odd ticket before and has always paid promptly, However, the photo on this pcn is fairly poor quality and although it shows the reg no. it could be parked anywhere, there are no clues in the photo as to where it is. The pcn itself looks like it could be a photocopy, it is in black & white and others she has has were always in colour. She has heard that there are people fraudulently issuing tickets, but no one can confirm this. Has anyone on here heard anything similar, and if so what can she do about it?

For more on marking an answer as the "Best Answer", please visit our FAQ.First of all you need to establish if its a Penalty Charge Notice, as issued by a Council or a Parking Charge Notice as issued by a private parking contractor. If the latter then it should be ignored. If the former, then the photo is not actually required under the regulations but merely gives evidence that the PCN was 'served'. Full details of the alledged contravention will be / should be on the 'ticket' as well as details on how to appeal.
I would also examine the photographs carefully to see if it is your car.
I had early retirement from London nearly 5 years ago and got a parking penalty charge through nearly 6 months after I had left London but I still owned the same car at that time. I also got a few notices through in respect of non payment of the congestion charge.
I examined the photographs and noticed the offending vehicle had a towing bracket on it. I sent a letter to the council saying they could come and look at my car as there was no towing bracket on it and it had never had one fitted but they would have to travel 200 miles to see it.
Also at the time of the offence I was at work ironically with my local council and my car was parked and being videod by the security camaras.
The London Council cancelled the ticket and the non payment of the congestion charge notices wthout even visiting me. I did however get the DVLC to issue a new number for my car as I think my car had been cloned when it was around the London area.
