If a shop does not stick to its advertised opening hours, is that ok? If it consistently closes before its scheduled closing time, is it within its powers to do so?

Of course it is! A shop is under no legal obligation to open at all. OK, so by not sticking to its opening hours it can lose trade, but it is entirely within the right of the owner/manager to open/close when it likes.
the management also reserve the right to refuse to serve in some establishments.
