If they haven't got enough psrking spots for all the employees, then surely that is the bottom line.

Places are limited where I work. No permit, tough - you take your chance on the street.

No one is obliged to provide parking.
You're lucky it is only 3.50 per day, visitors and patients have to pay that for 3 hours parking at many hospitals.
Unfortunately this sort of thing is becoming more common as parking space is limited and organisations need to raise revenue/reduce costs.
It's not a legal issue (other than perhaps they may have to give some notice).
We wouldn't expect expect the employer to pay our bus fare if we came on the bus, so why should we expect them to pay any of our car costs. Maybe it's time to look at public transport.... or another employer.
How you get to work is entirely up to you. If you choose to go by car, you are responsible for ensuring that you get to work on time. That means you have to find somewhere to park it once you get somewhere near work. There is no obligation on your employer to provide somewhere.
What do you do at work that you need to park a car to do your job? I was trying to think what your job might be. Collections and deliveries?
Where I worked last the people needing a car for their job - visiting people etc got a parking space supplied.

But everybody else had to use the multistorey car park.
my hospital is luckily in a major city - enabling many drivers to park in unresricted areas and then getting various free buses to work. you will have to work out a similar system - knowing someone who lives near with parking, getting a permit or walking a short distance may be a solution. but basically they can charge what they wany as it is technically the property of the trust and they can fine or clamp etc. is just tough...i am fortunante as i walk to work. takes me two minutes!
