Forced by who? and why do they want you to cut it down?

I don't think the health of the tree has much to do with anything, if the said tree is somehow interfering with someone elses life/property or could potentially be a danger then I'm sure the police or a judge or whoever could order you to do so yes.

But that's just coming from a common sense point of view, don't take too much notice until some law expert chimes in.
