unpaid wages

I started work for a company 7 months ago, my May wages turned up late by 2 weeks due to funds coming through from the mother company late, so I was told.
Now Junes was not paid, I have been told there is a funding problem, I have now received two part payments but this is still short of what I should get, I have been on holiday this week, I have contacted work trying to get some commetment for the future but none, they cannot promise the rest of my wages for last month even though July's is due next week, I cannot see that being paid.
I have thought about leaving but would like a reference.
What is my position, what can I do, HELP PLEASE.
