HM Customs seize car

A relative has had a car seized by Customs when coming back into the country. 3 men were in the car and they had 15 kilos of tobacco (5 kilos each), I believe 3 kilos is the suggested amount. The Customs suggested this was for commercial use, which it wasnt.
Any suggestions as to the best way of getting the car and hopefully tobacco back.
