Can anyone set up a charity? And how do they do so?
How do they set up a bank account for the money to be paid into and make sure no-one can take money out of said account?
Is it legal to ask for donations via the web?

As far as bank accounts go, you don't need any special rules to stop people taking money from a bank account. People can't normally just take money from a bank account unless it is theirs, this is no different for a charity.
