Ladder regulations

I plan to paint the outside of my house, but I have been told by a builder and a carpetner who are carrying out work on houses either side of me, that I am breaking the law if I go up a ladder and plan to work from it and I would need some sort of scaffolding to do the work. Is this correct - would I be breaking the law. Also it looks like it from the height of my house that I would be left with only two-three rungs left on the ladder for the section I need to paint.

Any clarification would be great.
