Is Charging for air at garages legal, as it appears to be tax exempt and none deductable. Is this a form of money laundering, as the garages are raking the cash in. 20 pence for 2 minutes worth of air, and the pumps are in constant use.

They are not charging you for the air but for your use of the machine that they have purchased. It is not illegal for them to charge for the use of their machine.
This seems a strange question to me. I 'm puzzled as to what this has to do with money laundering. In addition to Bagpuss AA's excellent answer I'd suggest that if the pumps are in constant use the price must be reasonable. After all we are all free to buy your own footpump/garage type machine and put in our own 'free' air.
Some gagarages are free though- my Shell one is.
It's quite legal,as BagPuss says, you are paying for the equipment NOT the actual air.
If you go to Sainsbury's Service Staion the air(and the machine) are free, but beware of Tesco's as most charge for this service.
As factor says,I am not quite sure where money laundering comes in,I think you have an odd definition of it.
Money Laundering, ROFL, FFS yeah all those 20p's must really add up, bet Tony Soprano i kicking himself! Very funny, good one!
I'm afraid it's just another example of the rising cost of inflation!!
