Is it against the law for a shopkeeper to name and shame a minor, as in a child has stolen from his shop?

I believe it's against the law to name and shame any thieving sod who has robbed you regardless of their age, as was evidenced this week when a shopkeeper named a local yob in his shop and had a visit from plod...
