if an employer deducts money from an employees pay without the employees consent has an offence been committed

The employer routinely deducts tax, national insurance, pension contributions (if you are contracted in) etc and doesnt need to ask permission. There can be deductions made by court order which I think are called attachment of earnings.
depends on why it was deducted and how much was deducted.
