In what context are you asking?

If it's voting in an election, then yes, within limits. Two, more if they are close relatives

If it's voting at a company AGM then yes - no limit

Thank you. It is for shareholders, I'm assuming same rules would apply to this as for at a company AGM?
It depends on what the company's articles of association or whatever say, but in the absence of anything to the contrary I don't know of any reason why one person should not hold all the proxy votes if all the shareholders appoint him. Remember they will normally be mandating him on HOW to vote.
