my neighbour has put a mobile home on his front garden connected it to his drainage and mains power supply for his son to liuve in as he does not have enough room in his house is this legal

He almost certainly would need planning consent. Check with your local councils planning office to see if it was obtained. If not ask them to look into it.
No it isn't, except on a very temporary basis. Local Councils typically allow a month.
Phone the Planning Department - doing this requires Planning Consent - which one assumes he hasn't got (nor will get).
In the front garden it will need planning permission and us very unlikely to receive this. However if he puts it in his back garden and it meets the measurements for an outhouse under permitted development he may get away with it if it is used as a bedroom only (as opposed to a self-contained unit)
