Hi..If my employer arranged my professional indemnity cover and then I am transferred under TUPE rights; is my cover transferred as well?

I don't understand the question.
TUPE is for employees, not contractors. TUPE does not apply to contractors.
Contractors require PII, not employees.
What exactly is your relationship with the organisation that has TUPE'd it's employees?
