My son is 21 and is taking a post-grad course at UCLAN in Preston. Its a part time course. He rents a room in a house with 3 other people who are full tme therefore are exempt from council tax. Therefore he is paying council tax on his own. he does get a reduction but surely his landlord should be paying it instead?

Why should his landlord pay it? He didn't make the rules....
If each person has a SEPARATE rental agreement with the landlord then the property is probably regarded by the local council as a 'House in Multiple Occupation' (HMO), in which case the landlord will be responsible for paying the Council Tax.

However if the four tenants have a COLLECTIVE rental agreement with the landlord, your son is responsible for paying the tax.

To ummm, The landlord should pay because he owns the property
With the greatest of respect to Jessie Pie, her answer is total "cojones". If the responsibility for paying council tax rested solely upon the property owner, then no-one living in a council house would ever have to pay it.
A good point, Mike. (I'm slightly p!ssed off here because JP has posted a response to someone who only offered a comment while completely failing to acknowledge the fact that I'd bothered to provide an accurate answer to her question!).
Unfortunately that is rather tending twards the norm these days. Lack of courtesy and gratitude sometimes really makes you want to give up.
