I called BSM last night on their 0845 (20p per minute) line, around 7:30pm. I was told that I was in a queue and gradually moved up after half an hour to 2nd position, being told repeatedly that there were about 5 minutes to go.

An hour and a half later, I was still there, and hung up, having spent two hours on the phone.

I rang back and an automated voice told me that the offices close at 8pm.

So... they kept me hanging on, assuring that I'd be dealt with for 90 minutes, when in fact the lines had closed.

I'd think that this was fraud on their behalf, given that they are profiting from this call which has cost me around 24 pounds.

Who should I raise this with? OTELO or some other body?

Don't know about complaining now, but don't do it again! Use the SayNoto0870.com website for alternative free and cheaper numbers to those that you have been given. You could have called BSM on an 0800 number free (just looked).
send an email, cheaper & evidence

............... and finally - 0845 are simply not as expensive as 20p per minute unless you are phoning from abroad or a mobile, both of which would be a pretty silly thing to do. Caveat emptor.
I just can't believe you sat on hold for 90 minutes......

Yes, I know... unfortunately I had to raise an issue before the next day and had been trying to get through for ages. Foolish indeed!
Bloody hell! That must have been so annoying. I would definitely get in touch again (by email or letter) and demand they give you a refund. At least try anyway, it's despicable.
