is therre a problem living at home? is ask because a part time job working in a cafe will not give you enough money to get a place to live plus all the things that come with that (food, transport, bills and so on) especially in London. Have you thought about going back to the country you have a passport from?
IB, there is no way that you can stay at school and be able to afford enough for rent and food to live on your own, you would have to work a lot of hours to get anywhere near that - and at 16 I don't know what sort of job you think you are going to obtain which pays well enough. If you want to get into the college of Arts then you will need to go through a strict application process so it can't be guaranteed you'll get in, competition is fierce. Why anyway does all this depend on your getting a British passport? You don't need a passport to leave home. I don't understand why you think you want a Care Order, are you being neglected or treated cruelly at home? - if so there are organisations who can help you, you don't need to get out on the streets.

My neice was emansipated when she was 15/16. The local council got her a room in a sort of host while she finished school. She went on to go to uni and is now a solicitor. So it is possible to leave home at 16 and make a success of your life.
As an imigrant you will probably be entitled to a lot more than she got.
