UNCRC?

I'm writing an essay about participation and i was just wondering what you would call the UNCRC (UN Convention on the Rights of the Child) because in my notes i have that it is NOT legislation. That means that it can't be legally binding, right? Anyway, i don't know if i would call it a policy or guidelines or what?

I think i've confused myself there.. if you can decipher the question, please try and help me. It's due tomorrow! :-|

The UNCRC can't directly be legislation, per se, because the United Nations doesn't have the power to make laws for member nations.. However all signatories to the convention accept that they are under an obligation to ensure that the provisions of the Convention are complied with.

Signing up to the Convention is akin to joining a 'club', where all members agree to abide by the rules. (Membership of the World Trade Organisation has a similar status).
