When I worked in insurance (and I think it's still the same now) the limit of liability period was three years after the accident, or three years from when you became aware of problems arising from an accident. You don't need a lawyer to make a liability claim (but obviously it helps if it's a complex case) - any initial claim would be against the person or organisation you considered to have caused the accident through negligence.
