I don't think so not whilst she is still living in it.
no....but costs can be taken when the property is eventually sold
unlikely. Are the council currently paying? However, as mentioned above. When she sells it, or dies and the executor sells it, the monies will be due. This is not true if she has got him in a private home (in which case if she dosen't have the means to pay, they will probably evict him)
Similar situation here with my partner trying to enforce a court order regarding unpaid maintenance over last few years. Solicitor seems to be "dithering" about my partners ex's right to "notice" etc. It may delay sale of house and set everything back to square one so I can sympathise. Seen other advice re Visit the Court Services website to download an application form for a Hearing in respect of this. It is a "notice of application" put the hearing time down as 30 minutes. Use the Court number that you had on your original order. Court fee should be £80 form is D11 apparently.
