Sorry, your question (as it stands) is meaningless. You've not stated what type of qualification in computer programming your question refers to. I could teach a 10-year-old child how to program a computer in BASIC and give him a certificate to prove his competence. It wouldn't even qualify as an NVQ (although, if the young student was good enough, it might actually meet the criteria for NVQ Level 1). At the other end of the scale, someone could obtain a Master's degree in computer programming, which would be NVQ (or, strictly FHEQ) Level 7.
