Employment Law Question

Can an employer open a new office in a town outside London and pay the new staff there significantly higher than the London staff, and give them 5 days more annual leave than some staff here and 10 days more than 2 other staff here, and give them pensions and BUPA when we don't get that?
I suppose it's fair enough - they can negotiate what they want - but would any of this be covered by discrimination legislation? There are no particular groups - ethnic/age or male/female benig discriminated against -it's just us in the old office and them in the new out of town office.
