I don't know if this is the right one, but in the Guinness book of singles, there is a song called Skin by a UK female vocalist called Charlotte. The song only reached no.56 in May 1999.
You Gotta Have Skin
(Tune: "You Gotta Have Heart")

Chorus:
You gotta have skin,
All you really need is skin.
Skin's the things that if you got it outside
It keeps you insides in,
Oh, you gotta have skin.

It hangs on your nose
And it wraps around your toes
And inside it you put lemon meringue
And outside you hand your clothes

Skin is what you feel at home in (oooo-ah-ooo)
And without it further more (ooo-ah-ooo)
Both your liver and ab-do-men (oooo-ah-ooo)
Would be lying on the floor (Not to mention your intestines!)
Chorus

(Found on Internet attributed to Tommie Sue Wooley)

Although I think it sounds like Victoria Wood

thanks you guys ill go and check it out again,

it was starting to drive me barmy.

Originally by the America parodist, Allan Sherman (in the 50s or 60s, I think), who parodied a lot of similar song such as Youre getting to be a Rabbit with me.
Im not sure, but I think it sounds very much like a singer called Erin McKeown. I could be totally wrong however. if anyone knows -post an answer!

yep i was totally wrong.
