TV DRAMA - PAINTING / ARTWORK BEING RESTORED TO RIGHTFUL TOWN

I remember a couple of years ago there was a drama (I thought it starred Martin Clunes but I can't find it on IMDB so I am probably wrong). I think from memory they were returning some artwork back to a northern town, it was either for safe storage, but a local artist shows some of their work and this then became the main part of the story. The town is in decline, and they get support from the person sent to look after the artwork that was being safely stored.
