kids 90s show

anyone remember a show, i think it was on bbc, where there was a teenage girl and i think she was an alien or something, always dressed in long white gown and had long straight black hair.  Anyway, she wore like a white plastic hairband with a jewel in the front that had powers of some description but i can't remember what...i know it's vage but any info?
