tom foolery?

There used to be a children's programme on a Sunday, before lunch, in the early 70's called, something like Tom Foolery.  I have only vague memories of the content but the bloke, Tom, was a bit fat and wore a small hat with a feather on. Any ideas?

Tomfoolery was made ( I think ) by the Halas and Bachelor studio ( famous for the animated Animal Farm ), but there is nothing I can see on their website

It took a lot of Edward Lear's nonsence poems and gave them visuals. The whole show was like an animated sketch show from what I remember.

There was also a goldfish in a bowl that walked around on stilts.

ok, found a little on

although it was made by Halas and Batchelor, it was for Rankin/Bass and advertised as "Riddles, Jokes and Silly Things". Two of the voice artists were Peter ( Flowerpot Men / Captain Pugwash / Daleks ) Hawkins and Bernard Spear.
