How does Dog do the things he does? He's not a cop so surely he cannot force people into his vehicles or use handcuffs? What exactly is his job and who pays him?

A percentage of this is normally paid by a bail bondsman, $1,000 who guarantees that the 'criminal' will turn up to court, the 'criminal' pays a percentage of the fee to the bondsman. Now if the alleged criminal fails to turn up then the bail bondsman is liable for the full amount. so they employ bail enforcement agents (bounty hunters) to find the 'criminal' and return him to court. Bounty Hunters have to be licensed by the State and can carry weapons etc. but they still have to operate within the law.
Dog, as far as I am aware, is a bondsman and a bounty hunter so if he doesnt find them he forfeits a lot of money.
