Hmmmm. The OED defines celebrity as " the condition of being much extolled or talked about; famousness, notoriety" and consequently "a person of celebrity; a celebrated person: a public character".
So anyone who is in the public eye a lot (even if through notoriety) could qualify as a 'celebrity'.
Liz Smith is an accomplished actress but whether she qualifies as a 'celebrity' might be open to question. (She's certainly not 'A-list' and her exploits hardly ever feature in the tabloids).
If you're simply seeking people like outstanding actors, then I'd nominate John Sessions. However if you're looking for someone who fits the dictionary definition, then even Jimmy Savile and Stuart Hall would qualify!
