It's a film by Italian director Federico Fellini - if you google Fellini's 8 1/2  the imdb website will give you all the info you need.

It was because he'd made 7 1/2 films before (the half was part of a compilation film) and had run out of ideas, so he made a film about running out of ideas.

It's a classic movie, one of Fellini's best. It also spawned a much underrated stage musical called Nine (half a show more than 8 1/2!) which I think was revived on Broadway recently with Antonio Banderas. The production at the Donmar about 10 years ago (?) was stunning.

At one point 8 1/2 was regarded by Sight and Sound magazine as one of the ten greatest films of all time. The beginning of it inspired the beginning of the Michael Douglas film Falling Down.
