What I heard was that the first season didn't sell as well as was expected and so the second season has been postponed as a result. There is an online petition to get them to release it - after all, who would want to have half of it on DVD looking great and the other half on those ropey video transfers - but regretfully, I can't remember where. Probably worth a Google.

Another site, Dugpa.com, reports that the Season Two is being delayed until next year to allow time for Paramount to work with Lynch on producing the best discs possible. So who knows...

Apparently sales of S1 weren't as strong as was hoped.
