What film was this

Hi as a kid i remember watching a film where some students stumble accross an abandoned research station/dumping ground and find this guy...he's kind of frozen and i remember that he had the ability to suck energy from things.

Any ideas....its not my science project as I already have that film. But i think it came out around the same time.

In the first episode of Misfits of Science - released to video in the UK as a movie - two electricians find a frozen guy who only knows one word ("AMELIA!!!") who can suck the heat out of things. Another member of the team can suck electricity from things an discharge it as lightening bolts, one more can shrink to "action man" size while a very young Courtney Cox is telekenetic.
