No, of course not, but when someone is asked which year the Battle of Britain was fought, and he had no idea because he didn't know who was on which side, I despair.

The 3 choices were 1918, 1941 or 1945.

So what he was saying was that he didn't know that Britain was at war with Germany, on each of those three dates !
