A tad pedantic maybe? By the way, on the subject of grammar, it should be Who's to blame, a contraction of who is.

Whoever is responsible, I'd have them flogged. No standards etc. etc.

Also racist, colour should not have been mentioned.
He reads the questions, he doesn't write them.
Anybody remember the question (from an episode shown in the last two or three weeks) "What empire was based on a city founded in 27 BC?" Answer: Roman.

I put sub-titles on and replayed this bit to confirm that I'd heard it correctly. Don't know if it was Bradley or the question setter who'd got it wrong, but it would have been difficult to get from the real date to the wrong one by misreading the question.
