why is it taking so long for each series to be released

Because of the fact that US tv networks make a fortune in syndication rights repeating the shows on the cable networks and they want to keep milking that for as long as possible :) Witness also the slow releases of Cheers, Simpsons, Seinfeld etc etc, all very popular long running shows in the US which are in syndication
