Who was the first ever cartoon character on TV?

possibly the old mickey mouse, i think he was called morty back then

I think that you're right - he was Mortimer mouse then and I think that the cartoon was called Steamboat Willy - but that could have been the first ever feature length cartoon - I'm not sure.

Mortimer was already re-named Mickey by the time of Steamboat Willie.

He was re-named very early in his carreer.

Steamboat Willie was the first animated cartoon with sincronized sound.

It was a Mickey Mouse cartoon that was interupted by the war, and reopened BBC transmission after WWII.

I think it was the 1950's before animation was commissioned for TV, before that TV would have bought animation made for cinema.

So I'm still not sure who was the first cartoon character on TV.
