What is this BBC2 TV Series from the early '80s

When I was a young child there was a tv show on BBC2 shown in the early evening. I can't remember much about it but the length of the show was 10-15 mins max, and in many parts 10-15 or something. It's difficult to describe but kind of like a strange sinister mystery. I seem to remember it was set at night and involved spys. I think it might have been set during WWII. I think it might have been called lighthouse or watch tower or something
