Neither of these definitions allows for a cone to be called a "circle-based pyramid", although it's not entirely implausible: cones and pyramids have the same formula for their volume, and in a certain sense, the cone is the limit of a pyramid with a polygon whose number of sides tends to infinity. (This is probably not strictly accurate, because limits can be fiddly, but it's at least "loosely" correct.)
Oh, look, another case where TTT's "end of" merely shows how little care he took to check his position.

A cone has an apex, which is another word for "vertex", so it very much does have a true vertex.
I don't dispute that the answer "circle-based pyramid" is weird, and wrong, but it's not a stupid answer, and part of TTT's motivation for thinking it was is also demonstrably wrong.
