A Cartoon Man!

There used to be a childrens tv program i loved that involved a little blonde cartoon dude that would appear and do things when he was drawn i think!? Can anyone fill me in on the missing gaps, i.e anything, and the shows name?! I remember the cartoon guy came real in a 'real' world, and wore a red jumper!? Cheers

Was the "real world" live action or animated too ?

The cartoon man came into a live world, with actors etc, but only when he was drawn, he'd then help the kid i think!? Thanks for your help, yet to find it though!
