What did the A.R. Warden - played by Bill Pertwee? - used to call Captain Mainwaring? It was something like Rommel, or Napoleon, wasn't it?

Correct on both counts. It was Bill Pertwee and was Napoleon.

The nickname 'Napoleon' was guarenteed to wind up the pompous Mainwaring - referring to his somewhat diminutive and trotund statture, as well as his overly officious manner with people he saw as beneath him - which was just about everybody!
