Series 3 finishes on Wednesday daytime. I see on Thursday we have a Murder, She Wrote repeat.

Does the BBC own the rights to Monk series 4 and, if so, when are they likely to be shown?

The current run of S3 is actually a repeat! Apparently they do own the rights to S4, and may show it in sporadic bursts at varying times in the hope that people will forget that it's on (to go by past performance).
