I can only assume the powers that be consider the change from Paul McGann to the next doctor (which strictly speaking wasn't Chris Eccleston but the online doctor) of no real significance.......which, because we all know he changes from time to time, it isn't.
There wasn't a regeneration scene from the eighth to ninth Doctor, and that part of the story hasn't been explained.I suppose it is possible that at some point this may be explained. It certainly gives the Previous Doctor range of books or Big Finish audios something to explore. In the meantime it is one of the mysteries of the ninth Doctor.
It was the seventh Doctor who got shot as he stepped out of the Tardis in the TVMovie.
In terms of the new series I think they wanted to introduce Doctor Who to a new audience as well as the fans and that to start it with a regeneration would slow things down. Also, they knew they had the regeneration coming at the end of the series.
The Doctor Who crew didn't want to show the regeneration from the 8th to the 9th because it would be a hassle getting the old doctor and killing him then starting the series. Anyway, the 9th doctor was travelling for a long time without a companion so Rose would have to have appeared in the 2nd episode or later.
thussain, didn't they throw in a line suggesting he'd only just regenerated? In the 1st episode when he visits Rose & Jackie's flat for the 1st time, he looks in the mirror and says "Hmmm, new ears" or something that seems to indicate a recent regeneration. Whatever, it would've been a bit silly to bring a high-profile actor like McGann in for a brief regeneration scene, which would then require some backstory of its own, rather than just jumpstarting the new era.
I agree though, there's a chance they may somehow return to that period as a flashback later on. By the way, is the Eccelstone to Tennant regeneration the only one ever to be done standing up?!
