"The Good, The Bad and The Ugly" is in the Civil War time, but I think is a "prequel" to the 2 earlier films. "The Great Silence" must be late in the 19th century as the (anti) hero is equipped with a Mauser automatic pistol. And "Fistful Of Dynamite" is set in the Mexican Revolution (around 1912-13).
I think the "Spaghetti Western", like a lot of other genres, is flexible, and allowed writers/ directors to express their visions within a recognisable format. Or something. The time-frame must historically be the same as Hollywood westerns, when the frontiers were expanding in the Wild West. Of Spain maybe!
