From what I gather he has been tax dodging for a long time, and now Customs and Excise have found out. They now are trying to reclaim all the money he has managed to avoid paying, which is what the bailliffs were for. So now he's lost all his money...

Debbie was working on his car and pulled off the inner door panel and there was loads of money Rodney had hidden there. She nicked in and somehow Scott found out so they are sharing it.
