I also found thi statement from HBO
Despite recent articles on the future of our HBO
Original series "DEADWOOD", there has been no
decision for the future of the series, and
conversations regarding a fourth season are ongoing.
Since "DEADWOOD" creator David Milch is working on
another HBO Original series, we've granted our
beloved Deadwood cast the latitude to pursue other
projects, for the time being.
We appreciate your interest and hope that you will
continue to find HBO to be a source of quality
entertainment.

There was a bit of a rumpus in the USA about the cancellation of the series and Ian McShane publicly voiced his anger over the issue.
HBO's reasoning was the massive expense of each episode and their desire for the writer to begin work on a different series they had chosen to commission. He refused to start work on the new project, unless HBO promised to fulfill his vision for the Deadwood series, apparently.
I think a compromise has been met and HBO have promised the cast they will make a couple of TV films to tie up loose ends, rather than produce another full series.
It would appear the cost of constructing and maintaining the 'town' was incredibly high and although the series was incredibly popular, the balance sheet didn't reflect this popularity as much as the shareholders would have liked. Money rules in the US of A, sadly.
