Well it was different bad guys every time so they never had the chance to learn from their mistakes.

Except Colonel Decker. He was clearly stupid.

For the same reason that the baddy in James Bond ALWAYS invites him into his secret lair near the end of the film.

And there is ALWAYS a big red button which says CANCEL that stops the bomb going off.

As Dr Evil's son says in Austin Powers "why dont you just kill him"
