Driving me nuts

I think this is an 80s film, the opening shot is in a desert -like USA location, a deserted flat highway, an evil looking bearded guy roars along on a motorbike and suddenly pulls a rifle and blasts an oh sooooo sweet little rabbit that is sitting on the side of the road, he doesn't even slow down or fall off his bike, more's the pity. I have the feeling that he is a bounty hunter and know he gets his just rewards an hour and a half later, something to do with a gas tanker and a gratifyng explosion I think.
